Governments Expand Hst Rebate To All New Home Buyers In Ontario
Today, the Government of Ontario announced that ALL NEW HOME BUYERS in the province will receive an HST reduction in the upcoming 2026 provincial Budget. This is an expansion on the full 13 per cent reduction announced in the fall by the federal government for first-time buyers of new homes priced at up to $1 million. Under the proposed Budget, ALL NEW HOME BUYERS in Ontario will have the full HST removed on new homes under $1 million, plus a reduction of the HST for new homes priced between $1 million and $1.85 million, for the next year (bit.ly/47jmaGa). The program comes into effect April 1, 2026 and ends March 31, 2027, for one year. As a major incentive for second-time buyers and beyond, it will incentivize buyers to act and help the entire new construction industry to rally.
Subject to the passage of federal legislation, the federal government will share costs to support these initiatives, which will, for the most part, cover the federal 5 per cent portion of the HST that is being removed from new homes in Ontario. The initiative also includes removing the 8 per cent provincial portion of the HST on qualifying purpose-built rental housing. In total, the partnership will provide about $2.2 billion in joint tax relief for new housing in Ontario.
Homeownership remains the Canadian dream for people of all ages and at all levels of the buying stages. First-time buyers enjoy getting into the new home market so they can someday right-size to succeeding houses and condominiums as their lives change. For months, industry professionals have been asking for government action that would expand this to ALL NEW HOME BUYERS. In addition, the Ontario government’s $4 billion Municipal Housing Infrastructure Program and $1.2 billion Building Faster Fund are enabling eligible municipalities to create infrastructure that will help get shovels in the ground to build new homes.
Both our Ontario and GTA builder associations are working to help municipalities in Ontario reduce development charges (another aspect of reduced affordability) further. Combined with the full HST relief, this would have a huge impact on affordability for all Ontarians looking to purchase new homes. Kudos to these governments for working together to take this important step in helping to restore consumer confidence and boost our province’s economy.
